OK from the overflow down to the tote/plastic storage box do i need to drill a hole in the box and use a baffle or can i just use pvc to hang above and go into the box. And can i put a valve on the pump without hurting the pump or should i just let it pump the water without restriction.

PVC into your sump from top down is what I do. That is the easiest way.

Now, what are the GPH capacities of the overflow and the return pump?

The overflow box I had on my 75g was rated at about 600GPH. I run a Rio 2100 on it now. At five feet, it will do about 525GPH. If I were you, find out the capacity of the overflow and if it is 600, get a Mag 7 to run your return. Mags are better than Rios IMO. I run both and like the Mags much better.
