I have a 20 gallon laying around. Thought about throwing two nemos in there for my girlfriends 3 year old... buuuut I looked on craigslist and found a 46 gallon with stand and 40ish pounds live rock for 225. Oh also a whisper power filter? So ya not sure what to do?

First off the whisper filter wouldn't be good enough, and you would also have to get rid of the undergravel filter. You might also have to get an actinic bulb, and I would trade the crushed coral for live sand. Besides that, I think It sounds good.

Oh yeah was going to toss the under gravel in the garbage. Do I look for another filter or just look for a cheap skimmer? also yes sand and no crushed coral.

I would say either make or buy a sump, because they're really useful. If not then try to get a good canister filter, and if you can't get a good protein skimmer now, then you should wait until you can.

Hi and Welcome to 3 reef

2 nemos in the 46 with plenty of rock, good water movement and a decent skimmer - would be great IMO

just dont throw a Anemone into the equation to quickly as that could sour your 1st experience in the salt water hobby

I think you will regret not getting the 40 gallon once you have the 20 gallon for a while. So IMO I would step up to the 40 right off the bat. Don't get a cheap skimmer. It would be a waste of money. Just wait until you could get a good one. You are going to want a sump though. Just make sure you know what your getting into before jumping in over your head. Don't rush into things. Do as much research as you possibly can, and then some more.
