green spotted puffers have to go through three stages.

    First Stage:
    Freshwater when young

    Second stage:
    Brackish

    3rd:
    Marine as an adult

This has to slowly be done throughout the life of the puffer. When older the puffers thrive in high brackish/saltwater. And are kept in freshwater for a short amount of time.

Make sure you really read up on these guys. They are neat little fish.

also for mine, i'm working on getting him to a full sw tank in his 20 gall, as his tank looks like crap compared to the 46. Also know these fish can be extremely aggressive.

I got mine on impulse, and when i didn't know much about fish keeping. So when i got home i threw him into the 20 gall tank, which at the time was an overstocked freshwater community tank. One day i came home from work, and i literally foud every single fish in the tank dead with chuncks bitten out of them. lol but that's when i fell in love with this little monster cause he was just swimming around and looked so cute.

And make sure you get hard foods for their teeth because if they overgrow they cannot it and will starve and die. My puffer is picky with all foods and ignores snails, so i give him live crickets and they work for his teeth, and it lets him hunt his food which he loves.

My guy is also really picky when it comes to food, i'm not sure if others are like this though. When i first got mine he would not eat, i finally was able to get him to eat dried plankton. Then all of a sudden he refused to eat that, so i tried frozen bloodworms and he loves them and that's all he will eat.

One more thing, make sure you make the tank intersting for them and a nice soft sand bed. Mine loves to curel up in the sand and sleep.

    Good luck their awesome fish

i'm not really sure to be honest, when i converted him, i didn't really know about how long it took to turn them. So i think all i did was wait a few months then i switched him over. Theres lots of good articles out there on the web so you might be able to find a specific size or time frame of when to convert them.

i still have the original black tahitan *sp* moonsand, i guess the brand doesn't really matter that much, just make sure it's nice and soft. You can try small size crickets. you can also try ghost shrimp, i tried those for a while when my puffer was smaller they worked good for while but then he couldnt see them. It might also be easier to see if yours take snails first. Only reason why i tried crickets was because i have them for my fire belly toads, sizes small to medium, and i decided to try and give the larger sized ones to my puffer, and he loves to chace them around, it's neat to see him hunt and you can hear the crunching sound when he wrips open the cricket and body parts go flying everywhere. lol but try the snails and ghost shrimp first :D

I have a green spotted puffer too! I am in the process of moving him to another tank but I had him in a 30 gallon tank with fine aragonite sand. I also had put a piece of slate rock in there for it, I read somewhere that they like that, and mine ended up sleeping on it at night. I cant remember where I found this because it was so long ago but here is a little guide of what the salinity should be in relation to what size the GSP is:
when it reaches 2" in length salinity should be 0.0-1.010
    4"-6" it should be 1.010-1.015
larger than 4" raise the salinity to full salt.
My GSP is in full salt right now. I also have a 5 gallon tank set up to breed snails to feed it. Depending on which brand of salt you have, follow the directions on how much per gallon you need because I think its different with each one. Also if you don't have a refractometer to test the salinity they're a lot better than the hydrometers, way more accurate.
