It will start decaying , watch out tho as it will send your water parameters sky high.

    Try and move it?

If your SG is 1.021 the starfish is probably dead.

The ideal/concept of seeding rock and or having a biological filter prior to addition of any animal is the foundation to successfully keeping marine fish and inverts. Please stop buying animals and inverts until you are familiar with basic husbandry. It frustrates me to no end the amount of fish that have meet their end in your tank. Efforts have been made to assist you numerous times but to no avail.
There comes a time when I really have to question your intent.

I'm in the same boat. I'm not sure if he/she went through with their idea of adding boiling water to the tank to kill off the ich, but if he/she did, the tank is not ready for the addition of fish or inverts.
