So i am picking up a 30gal tank and stand on friday with a whole bunch of supplys for 30$. I am going to transfer everything in my 20 gallon over. How do i go about this?

Crushed coral, coral, live rock, water, fish.

How do i do it so that it is safe for fish and corals?

You should setup your new tank and move everything to new one but don't make too much mess save as much water as you can then add difference with fresh mix that gonna be big "water change" I believe about 40% if everything gonna go smooth ;)
This is what I did when transferred from 93gal cube to 140gal.
Other way is to setup new tank and cycle it for 2-3 weeks using water and some sand/rock from your existing tank but I didn't want to stress my animals twice so I did it like mentioned above.

    GL with your upgrade...

I would recommend transferring everything from your old tank into the new- water, substrate, LR etc.

My only question is how deep is your Crushed Coral bed? If it is more than 1" you may want to get new live crushed coral as a deep substrate can release some nasty stuff when it is stirred up.
