base rock is basically dead live rock. it can be mined from dead reefs or inland. it is very porous and light and limestone based. it will eventually b/c live in ur tank. it will colonize with bacteria and other life. here is a good source

wait so it basically says it is dead and to add some live rock because the bacteria goes into the crevaces but the dead rock i have has the holes in it too so would it work the same way?

I think there is a difference between freshwater rock and salt water as far as how porous the rock is and if it was in the ocean. Dead live rock or base rock is usually less than half the price of live rock and used generally as a mixture with true live rock. You could check further with others because I'm not a scientist.

any surface area in your tank can be covered with bacteria, so any rock would get some on it. however the surface area to volume ratio is very important. with proper base rock this would be very high. the material of the rock is also important.
you can buy mostly base rock with one small piece of live rock and that would be fine.

All depends on whether you want to build a reef or go fish only. Just make sure you don't overstock! Everybody seems to do that at the beginning until you learn that the fish need their adequate room. Also consider the size they will grow to ....
So do you intend to go with corals?
