Why are you adding it to start with? What are you trying to achieve?

I certainly hope not for his sake and sanity. Sounds like a newbie and tap water is a surefire way to turn off a new hobbyist in a hurry. Fighting algae and diatoms when you are new really drives a lot of prospective reef keepers away when a little RO/DI could have made all the difference in the world.

Your issue is the wet/dry filter and media, they are a nitrate factory better suited for fish only systems. You would be better off stripping everything out of the wet/dry and running an empty sump with some chaetomporpha macroalgea in a chamber as a refugium. DLS or media pads trap detritus and cause massive nitrates.
Expecting an additive like Prime to work miracles is not realistic, natural detnitrification is much better and easy to maintain once the bacteria are established in the sand and rock. Rock shoulb be on the order of 1 pound per gallon of system capacity or more to be effective and it should be porous rock so anaerobic bacteria can live deep down in the rocks pores.

Marc Levenson, (Melev) has an excellent article on sumps here:
    Melevsreef.com | Acrylic Sumps & Refugiums

Read through his info, it will help you a lot. Wet/dry filters are something developed for fish only systems a number of years ago but they have drawbacks in a reef system, mainly nitrates and how it handles them. Normall a reef system utilizes a sump, much like a wet/dry but without the media, which provides several benefits. A few are increased total water capacity, a steady water level in the display tank regardless of evaporation, a place to hide equipment like skimmers, heaters and reactors, additional aeration and residual cooling etc.

    Enjoy.
