A few weeks ago I bought a bin of formerly live rock from somebody. Mixed in with it was what I believe is dried out pieces of coral. (see picture below) I have close to a dozen total pieces like shown in the picture, covered in the same salty gunk as the live rock I bought.

My question is are these dried out pieces of coral and can I use them in a tank like live rock after I cure them?

Yep, they definitely are dried up coral. If they have been dry for a bit, I would say it is safe to put them in your tank. I have a few pieces in mine as well. Some fish stores even sell these pieces or acropora skeletons as ornamental rock. They're packed with calcium and it's good for your tank.

Would I need to let them cure before adding them to a tank like I am with the rock?

If they've been dry for a long time I would think it's safe to add them. But it can't hurt to cure them and make sure if you have the time and patience.

Yes, I would. There's very likely some organics left on it.

+1... you just dont want to add the extra nutrients to the system because they could have phosphates or other dissolved organic molecules trapped in them

Yes that coral is fried, died and laid to the side. +1 with dingo, b, and mag.
