i would treat it in a quarentine tank.(probably a copper base med(i wouldnt put meds in your main tank if you ever want corals in the tank or sell it to someone who wants corals))
also i would fill out the link in my signature

it will help us figure out why the immune system was weaken in the first place

i just had a battle with velvet and I will swear by a UV sterilizer when you see a problem. Some will say not to use them but I say they work great. Don't run it all the time though. You still need to quarantine your fish and treat them.

i would start by raising the temperature to 78 degrees, which i believe is the max for the trigger(i think he sets the temperature for the rest of the tank since, the snapper is 60-86 degrees)
these fish are only in a 20 gallon tank?
you know you have fish that get pretty big later right?
i dont know the max size of a mangrove snapper but most snappers get a couple feet.

but since you tank is so small you may just want to treat it, note the meds may kill the hermits. just remember you can never have corals. in that 20 or use in as a sump for a coral tank(meds absorb into silicon)

i would take some water to a lfs to see if you can get your nitrates tested, as you feed heavily for a 20 gallon tank

also am i correct in assuming you catch your fish?

you may want to think about buying a 10 gallon move on, and putting the trigger in it and treating that. if you dont want to kill your hermits

coppersafe maybe worth a shot it says invert safe(although its still not coral safe even though it say it. hobbiests test has shown it to hurt some corals still)

cupramine should work, but this will kill the crabs.

im recommending copper meds because hopefully it will kill the cyst too

for curiosity do you catch your fish?
