    It's definitely a flasher wrasse, but I can't say much more with any certainty based off that picture.

    If I had to guess off what I can see: Paracheilinus rubricaudalis

    No worries.

    Another strong possibility is a Filamented Flasher; I just can't tell from the picture.

    If you get something better, especially in focus, I could probably make a confident ID.
