The reason i'm asking is i got a bunch of base thats been sitting in a running tank for a year with no lights, most of the rock is pretty white,But there are specks of different colored coralline in quite a few areas, and one rock has quite a bit.Can this take off and spread??Or is it just leftovers from what used to be liverock and probably dead?

It's still alive. When you do put light on it, phase it in slowly so you don't light shock it.
