I wouldn't do a water change at this point. Honestly, doing a 5-10% waterchange won't lower the NH3 and NO2 levels enough to make any difference. With ammonia and nitrite present, you are in the middle of building your nitrifying biosystem. The best thing you can really do is to add nitrifying bacteria into your water, like "Prime" or "Cycle."
Now what caused this cycle is what you will need to figure out. Do you have excessive uneaten food sitting in the rock or sandbed? Any dead fish/animals in the tank that you may not know about?
Given all that, invest in an RO/DI system. Using tap water is creating a ticking time bomb in your tank. Once your tank's tolerance is reached, you will have some serious algae and cyano problems out of nowhere.

i dont like time bombs haha. well actually to tell you the truth, when i was re-aquascaping yesterday, i found my 6-line wrasse's body ): and then after a day or so of the damsel being dead i cleared its body when i found it. Next, i dont have any access food lying around on the rocks ext. i have a really good water flow that gets just about everywhere in the tank (considering its only a 20 gallon).

On to the Ro/Di system, i am going to invest in one. For the time being, can i just buy the ocean water premade saltwater from petco? just so i can stay away from tap water? once i get a box of it i will show you how its made, where it came from and everything. Ive used it before a lot and it says EVERYTHING about it on the box. I just havent used it for so long i forgot what it says. It tells you how it was processes, what was mixed in and everything. So with that being said, Does this sound like a good plan?

    Thank,
    Ryan

That premade stuff at PetCo is expensive though. I've tried it. Also, you don't want to use only saltwater. I'm willing to bet that you didn't know that when you're topping off your water, you need to use freshwater and not saltwater. Reason being because when water evaporates, the salt content stays. As a result, the more water that evaporates the saltier your water gets. So to counter that, you use freshwater to top off your system, and not saltwater.

If you knew that, great. I sure didn't when I started years ago. And my salinity got up to like 1.030!

So with that being said, meaning you can't use that pre-made stuff as your only source for clean water, do any of your LFSs sell RO water? Call around and ask and if they do, get some jugs from walmart or something to take and fill up and store for top offs. By time you keep buying that stuff from PetCo, 6 months down the road you could've bought an RO unit with the money you spent. So it's not worth it.

Ya the stuff from petco is fine for water changes, but top offs need to be fresh water, plus the petco water works out to like 4 to 5 dollars a gallon. You can get RO water from walmart or a lfs for about 35cents a gallon.

Not to play devils advocate, but most of those bulk RO water treatment places don't take care of their filters like they should... You could be buying water almost as bad as your tap... I would shop around and get it checked out... It gets expensive and tedious buying that water... If that's your only option then go for it, but just be aware of there filter maintenance ...

Also what did you use to start your cycle?

I would stay away from Wal-mart company water, they were recently exposed to have very high contaminants in their bottled waters.
As stated above, the pre-boxed saltwater is good for water changes, but not good for top off. If you use that, you will find your SG very high. Look for a quality RO water. I'll check and see what the TDS level of Aquafina water is tonight if I have any left. Most grocery stores will have RO/DI purified water in the water section. It's definitely better than your tap water.
As a side note, I would do your best to save up for a decent protein skimmer. It's definitely an anti time bomb device every tank should have. ;)

Everyone is giving some great advice. +1 on the skimmer. There amazing and a great neutralizer. You have got to be real attentive to detail about your little fishies. Be real observative about your tank. Making sure everyone is in check, eating healthy, and THERE lol... Great tank so far just let it progress for maybe another 2 to 3 weeks and then it should be done. JMO

You said that you had put your clown fish into your dads tank? What does he use for water changes, maybe you could split the cost of an RO/DI unit with him and benefit both your tanks.

I used tap for the first 6 months of its life then switched after I bought a RO/DI unit and it does make a difference and my normal tap water only runs about 80tds unfiltered.

    Good Luck
