I just did this and went smooth as hell... no problems at all i put the new on in an isolated thing for a while and they checked eachother out...they snapped at eachother a few times but were happy as can be after like 20 minutes...let him in and bam no problems...

How big are they, and how big is the tank? Is the "picking" really ferocious or is it a few fin wiggles and then they leave each other alone for a little bit before doing it again?

That's normal behavior. Release the little dude and let them do their thing. Let nature take its course. They'll be relatively happy in a day or less (probably less).

Ideally you should add clown at the same time, as if the one already in there has territory then it wont take too kindly to the new member.

Try this when you add the little one back -

Move your rockwork around, turn the lights off, and just as you release the little one into the tank drop some food in.
Hopefully the exsisting clown will be too busy chasing food to notice a new clow in the tank, turning the lights out will make it less stressful for the new fish and changing the rockwork should discourage any territorial claim.
