Is there an electrical device that once the power is turned off/lost it will not restore power when it comes back on. Only after you reset it will it start?

I want to have a return pump connected to it, so if the power goes out, and siphon breaks, when the power comes back on it won't pump all the water out, then burn out?

    Thanks,
    Ser

If you have the tank set up correctly then there is a slim chance that a siphon will be broken .. You have a hang on overflow or is the tank drilled or reef ready ? But they make a control that will do this made for a boiler or A/C unit Honeywell and McDonald/Miller controls also makes them Not sure anyone makes then for a fish tank though . There are better options to use . But again if the tank was set up properly I'd not worry about the siphon .

overflow box to a wet/dry that is not sealed(i.e it will overflow if the return pump fails) How would you suggest I get around this? :)

    Thanks,
    Ser

Change the overflow box .. A well designed box has a damn to hold water back to keep the siphon held and the water just sets in the Overflow until the pumps comes back on then water starts to move again. So if you stop the pump you outside portion of the overflow box will totally drain empty to the sump ?
