It is not bubble algae. This is;Green Bubble Algae
Yours appears to be a type of Macro algae and dying, which may be a good thing. It appears to be an intrusive type so I would pull it out.

Nope....you'll know when you got bubble algae because its just that, "bubbles", small like BB's or small ball bearings. They usually form in clusters like grapes.8)

small bbs lol I have some the size of golfballs back where I cant get to it. Not sure what your algae is though I know I would pull it or at least put it in frag tank to watch I have enough nuisance algae that I wouldnt want to have another type to have to get all puled out I just got a powder brown tang to help keep up on all the ones he will eat now the bubble algae is a different story I have plucked I dont know how much out and it just comes back even worse.

Just to clarify, "bubble algae" is a pretty broadly used term. Your description reminds me of valonia.........

And your description reminds me of ventricaria ventricosa........
