i have a psk75 skimmer, and its currently in my sump, what im thinking is drilling my sump and putting a 1" bulkhead in and putting just the pump inside, and the actual skimmer outside the sump due to space issues in my sump... would this work? or would it not produce enough bubbles?

That should work, although you may need to DIY a small stand for the skimmer so that it sits at the same level as the sump; most in-sump skimmers are sensitive to the sump water level. You'll also want to install the bulkhead at the correct height to prevent the need for additional fittings/elbows from the pump.
