Gfo is granular ferric oxide and it is iron that has some active binding sites for phosphate to be pulled out of the water. The gfo will suck out phosphates for a few weeks and then needs to be replaced with new (kinda like carbon).

Also, you said that in one day it went from nothing to everywhere. If your phosphates are high then it could possibly be just fast growing algae... But I would say dinos. I had a few months when I battled dinos really bad. They would be wiped out by the time my light came on, then when my light would go off my tank would be covered!
Here's how I conquered them: at higher pH the dinos cannot survive, so throughout the day I added kalkwasser slurry every single day for almost 2 months. The high pH will cut their numbers down drastically within 3-4 days but IME they can stay dormant for over a month. After 2 months of the elevated tank pH (around 8.4) from kalk slurry additions I stopped and havent seen one since (5 months now).
If your a FOWLR then adding kalk will increase your Ca and Alk so watch out so those levels don't get out of line.

Since there are no photosynthetic animals in this tank here is what I would suggest. Cut the lights and cover the tank for 3 whole days. I have a reef tank with tons of coral and it survived a 3 day full black out and dinos didn't survive it. The thing is with dinos they NEED light. Once you do the lights out try and get the nutrients under control. Cyano and other nuance algae need phosphates and nitrates. Hope this helps some.

I agree with the black out if there are no animals that need light. Most of the problems your experiencing are likely from the water quality, and you can't really address that without removing the source. It could be from over feeding, or lack of water changes, or a build up of nutrients from the time where tap water was being used. Black it out, clean up the filter media, ensure proper feeding regiment, and do a series of small water changes with clean saltwater made from the RO/DI and a quality salt.

I'm going to suggest that perhaps if the PO4 level has been high for a while in the tank, the rock could be leaching stored up PO4. Try taking a small piece of live rock, scrub all the algae off, rinse in newly mixed saltwater, and then place it in a small container of new saltwater and let it sit for a day or two. Then measure the PO4. If you get any readings, the rock (and substrate) will continue to contribute to your algae problems.

The fish will be fine. They don't photosynthesize. It will be as if there were a storm and it was cloudy over their "ocean"
