Just to be sure, easy SPS such as Birds Nest and Monti caps and clams need RO/DI right?

In most cities of the US, yes. Otherwise, there's too many nutrients in the water. Clams don't care about the nutrients though....just the SPS

I do know my town has a very good tap water, but I haven't tested it with a TDS meter. Are there clams that would live in a 90 gallon tank with 6x54 watt t5s?

How do you know? Nitrates don't harm humans. Neither do phosphates. Neither does Chlorine nor Chloramines for that matter. Last year, St. Louis was voted the best water in America (for humans). Our average TDS is around 350. Tons of phosphorus and nitrates too. Just because it's good for a human, does not mean it's good for a reef tank.

I mean good for tap water for humans, not reef water. Also, I know that there is no metal piping between the water source and my sink, its all PVC. I am trying to save up for RO/DI, but having just dropped 350 on lights it will be a little while yet before I ca get there.

really thats quite amazing, when was your housing built? and do you have guess how old your community is?

all the houses around me have copper piping. I know because some JA stole the pipes from under my neighbors house, talk about desperate
