    It all really depends on the tank and the corals you plan on keeping,i dont think there should be a rating system as there are to many things to factor in. Its more of a tank to tank need.

    Generally speaking you have low(to maybe moderate) lighting. But, you can still keep a "high light" coral under it using the example peredhil wrote. Buying "high light" corals with your lighting give you many restrictions on placement in the tank, which, can cause problems with coral health.

    "I'm going to buy this sps coral to put in my tank. I like it here, but, there's not enough light penetrating. Guess I'll have to put it there. (Which can domino into other problems) Wait, there's good light here, but, the flow sucks" etc etc etc........................

    Ok, so basically what you're saying is the bottom of my tank is considered low lighting, the middle will be moderate, and the top will be high?

    Yes.......In the general sense.
    I wouldn't go buying a bunch of sps though. And I probably wouldn't keep any "high light" corals under pc's, unless, I owned a "kit tank" that came with pc's.

    No, I'm not planing on going out and buying any sps coral for awhile. Just curious but what would be the difference between getting one of the upgrades that allow for 4x36W PC bulbs as to buying a totally different fixture that has 2 or 4 T-5s. I know that the T-5s are superior lights and how would that factor into the high, med, low range?

    I was looking at the Nova Extreme 4x24W T-5 HO fixture as opposed to a 4x36W PC.
