I have a finger leather and I know it is normal for them to wax over and shed by mine has been doing this every 2 to 3 weeks. Is this common or too often? I blow it weekly with a turkey baster to remove detritus and it's in a good flow area.

Hard to say what a particular species of a leather coral will do under different conditions. All leathers do this once in a while...

I know that my leathers and tree corals get kind of pouty and refuse to open fully if I go too long without a partial water change...in fact they are the best indicators that I need to do one. They always perk up afterwards.

My tank is heavily populated with soft corals with some frogspawn sprinkled about. -- I strongly suspect there is some serious chemical warfare going on and those toxins floating about need to be diluted more often then maybe in other tanks.

Of course, there could be a myriad of reasons why mine do this, but if water changes work...I do them. :-/

I don't think it is something to be concerned about! So many variables that relate directly to a leathers ability and time frame for sloughing!
Basically just its natural way of removing detritus/algae from its polyped area. As long as you don't have nucrosis or black band disease at the base of the leather...should be fine!
