I know alot of you all know about Lights for a Saltwater tanks, however my question is about LED's and there use in a terrarium with plants. I am trying to find a decent panel at a decent price. there are alot of cheap one on Ebay, but I cant tell if they are the right spectrum. anyone with thoughts?

That really is going to depend on if you need the light for aquatic plants or not. Look for growth lights (red) if you are not keeping aquatic plants. If you are then look for something with 6500K spectrum.

no I do not have anything aquatic. They are Broms, creeping fig, ferns and moss. Do you think the Ebay cheap panels are worth trying? I know Cree Led's are good, but do I need that much for plants

You don't need a lot for your choices. I don't know about the quality, but it could be a good way to start and see if you like the lights.

I have a cpr aquatics light that I could put a 24w 6500k bulb in, and also use one of the Led panels to get the red and blue spectrums. Seems like that should work.?

thanks for the input, I can still count on 3Reef for answers, even when it isnt a saltwater question... this place is awesome. I am in a Vivarium forum and it takes forever to get any answers.

It depends on how many active folks there are and how much they wish to share.

I'd also do a search for "Hydroponic grow lights LED" or something similar on google too. I ran across some nice LED lights that were built especially for hydroponics and indoor growing of plants and were relatively cheap. You could probably cover your whole vivarium for around 200 bucks I bet.
