Take the bulbs to the LFS and have them tested in one of their fixtures. You may want to even take the fixture in.

Why not just switch them to the spots you actinics are in and see if they light there?
It's easy to toast a bulb if moister gets into the socket

I am going to try switching the bulbs around tonight when I get home. I really like this light set up and I dont think i have a moisture problem. Specialy when all the other light work. Does anybody know if you can get the ballist from the hardware store or are they different from regular lighting?

If you have one bad bulb then they will do that. I have a bad bulb in mine and they flicker, I just plug it in a few times and it will come on. I just havent gotten a bulb yet. but if you got a bad bulb, then neither bulb will come on.
