I'm stting up a 125 gallon tank and I have a 29 gallon tank that is going under the stand for a fuge. It has a standard 20W NO flourescent tube for a light. Will that be enough light to grow cheato, or do I need to look into another option?

I use the clamp on w/6500K bulb too. I think you'll be fine. If it doesn't work you can try the clamp on option for cheap.

Yeah, should be fine, but the more light the faster and healthier your chaeto will grow and the more nutrient export you will have. I spent ~30 bucks for two clamp lights with two 6500k 65W fluorescents from home depot. im growing flame algae, shaving brush plant, and Chaeto with amazing results.
