The blue attinics can simulate morning and dusk basically have the attinics turn on an hour or so before the daylights come on then turn the daylights of an hour before the attinics turn off.
I run my attinics for 11 hours and my day lights are on for 8 to 9 hours.
the leds are moonlights for when the main lights are off.
some people run the same or a little different on the hours.

Actinics also have a specific purpose of providing a deeper water light spectrum that certain corals thrive in. For fish only you don't really need the daylights on X number of hours per day. It's a personal preference corals need the intense light to create the zooxanthellae they live off of. But the fishdo need a schedlue tosimulate a day period.
