Lighting For Phyto Culture

I heard that for phyto cultures you can just use any cheapo flourecnt bulb from home depot the thing is though running that thing 16 hours a day everyday is gonna make my electricity bill go higher, unless there are some new energy effecient flourecnt bulbs im not aware of could i use a 5100k bulb to grow phyto, i have one over my fuge and my chaeto is growing like mad beacuse of it will it have the same effect on phyto?

 

There are 6700k compact flourescent bulbs you can get at lowes. They are the standard cfl bulb in a spotlight style reflector and seems to work great for me on my fuge.
