This is in a new system about 3 weeks. Whatever it is it is only growing on the silicon in the sump. Does anyone know if this stuff is normal? What it is? and does it mean anything?

It is cyano bacteria, normal for a young tank, you will need to get your nutrients down to get rid of it.
