Is it safe to drill a small hole for a siphon break on loc-line or will it end up damaging the loc-line?

I should think it would be fine depending on where you actually drill it.;)

I figured it would be fine but I wanted to make sure it wouldn't crack or anything, I've never messed with it before now.

Keep the return close to the surface so you have an air gap with only a slight backsiphonage and you don't need a drilled hole. An air gap is foolproof, drilled holes and check valves fail.
