Make an egg crate rack and just stick them into the openings. They dont need substrate so if you dont have any under them no worrys. They dont need much lighting at all either. Almost all of the nutrients they need is taken in by there roots thats what makes them such great filtration. Most people say the tops need to be sticking out of the water but I have 20 in my fuges that are rooting well and have leaves forming with them fully submerged.

If its too expensive for your taste, its because of the mangroves (that is if you were being sarcastic about the price thing). There are 2 ways of growing them. Either plant them in the sand (and if you do this its recommended for the very top of them to sticking out of the water) or you can float them. floating is the easiest way. as for the light, that light should be good for them. This is what my refugium looked like with them in there...

They will grow either way. I ordered 20 a few months back and all but one have fully footed and sprouted leaves. Mine are all fully submerged.

I got 100 of them in the fuge on my tank some are over a month old and they are rooted pretty good and the others are just starting as they are only 2 weeks old. I have them in egg crate with chato below them. I have to order some mud to plant them in but your fine. I was told by many that you only submerse half of the. The other recomandation I was told was to use styrofoam(like a top or a fish cooler from the lfs) and then to cut it to fit the fuge of grow area and pop a hole in it for the mangrove and then slide it in and float it at the appropriate height. They transplant then if you decide to move them.
