Should i add a flame angel as my 4th and final fish?

  1. No, i wouldn't risk it with the corals.

It depends on the cral. For PS and SPS, a bone cutter would be the best thing to use for the hard skeleton. For soft corals, I would use an x-acto knife.

you can order a frag kit almost anywhere, they sell hard and soft coral fragging kits, they usually include several cutting tools, frag plugs, and some adhesive.

Do you guys think my torch would do good on the substrate? I want to clear up room on the rocks for other corals.

i dont know, your lights are fairly weak to be putting an lps on the sandbed. i would leave it as is until theres absolutely no room left.
