How do I move soft corals such as a small mushroom that is attached to a rock? Can I just reach in, pluck it off and place it elsewhere?

IME, no you cant do that with a shroom (cant think of any coral you can do that with thats attached to anything)

what you need to do is
remove the rock that its on
use a scalpel or razor blade to cut it as close to the rock as you can (take care when using blades)

then using a empty plastic tub ( sandwhich boxes are useful IME)
Place some rock rubble in there (cover base of tub otherwise shroom may attach to plastic and not the rubble) and put in the cut off shroom
place this in a low flow area of tank
within 2 weeks shroom will have attached to one of the pieces of rock rubble
and then you can glue that onto a larger rock
or putty in position where you want it on the reef

Very good advise Steve! I use the same method for softies.

The bridal vail method is effective as well but I prefer the above method.

Wear eye protection, some softies will squirt you in the eye, and you REALLY don't want that!
