Definitely get a dremel. I learned the hard way. I tried to bread a dead head off my torch and ended up breaking the entire colony apart with a couple heads landing on the floor. That skeleton is tougher than you think, it takes quite a bit of force to get it to snap. And one day down the road you'll have to do something and think, "man..sure am glad I have that dremel." They're not too expensive either compared to other power tools.

Should you break them off? No. There is 0 reason to. Can you? If you want. Up to you. Dead heads are just calcified skeletons. Inert.

If you are using the same lights, will be putting them at relatively the same depth, the water params are the same (temp, SG, pH) you can just directly move it. If you're putting it in higher, yes light acclimate. If you're putting it in same distance or further down, then no need.

does it look like my torch coral is too close to the glass and the LR in my tank? Its definitely been losing heads, and its tentacles are getting extremely long, at least longer than ive seen in other photos on the net?

I think it is too close to the LR on the left side. If it can rub on something the you will lose the head.
