Well I still like your idea of adding 1-2 more wrasses, specifically (1) C. lubbocki and maybe (1) more flasher. Otherwise, some more ideas would be maybe a Midas Blenny (may or may not get along with your Lawnmower Blenny), a Goby (tons to choose from; a cleaner Goby may be a good choice), a Firefish, a Cardinal or two such as Pajama or Kaudern's, a smaller Hawkfish (assuming you don't get any smaller fish), or a smaller dwarf angel such as a Flame Angel or Coral Beauty (just know there is always the chance you could get one that will nip at your corals). Plenty of options!

I tried some cardinals but my royal gramma battered him. I thought hawk fish would eat crabs and snails. I still would like a small fox face or tang

Established Royal Grammas can be quite territorial. Mine was as well. I have never owned a Hawkfish, but apparently even the small ones will go after shrimp and smaller fish. I still don't think a Tang or Foxface is appropriate for your tank. 3' width is just not long enough. Maybe look into basslets? They should be able to hold their own against your established fish.

Do you think shrimp gobys would put sand onto my corals at the bottom of the tank?

I wouldn't worry about it. Any coral that is supposed to be on the sandbed can easily shed any rogue sand. My sand sifting goby caused no issues with my fungia, chalices, trachyphylia, etc.
