going to be hard with just text , but I can try ( I googled JAD 1516 skimmer instructions and drew a blank sorry)

basically the pump sits at the base of your tank
the unit hangs on the side of your tank - with the body outside of the tank
the long air line - needs to be well above water line
the thicker plastic tubing from the skimmer goes into the tank

at the top section of the thicker plastic tubing is a tap - you turn this to set the water level in the skimmer

so when you plug the pump in
the water gets pumped into the skimmer body and then flows back into the tank
if you close the tap - the water flow slows down and the water then builds up in the skimmer
hopefully it has a fill line or water level line on skimmer body so you know just how much to adjust water flow so that the water in the body of the skimmer is at the right level

    some clues

if water / clear water gets pushed up into the collection cup at the top, then your water flow tap is to far closed and to much water is building up in skimmer so open tap and let more water flow out

it will take a bit of adjusting

dont expect anything from it for a couple of days or more, they take time to break in

when you have the setting just right
you will have water with lots of fine bubbles in the main chamber
and foam climbing up the pipe and collapsing into the cup

when you set it up on the tank, post some pictures and someone on here will be able to tell at a glance if you have set it right or if my instructions above are useless! LOL

That picture is a Coralife SuperSkimmer either the 125 or the 220. I hang mine (the 65) off of my sump. The pump goes down in the water no more than 3 inches under the surface. The little flexible output tube goes down into their stock bubble box with the flex hose 1" above the bottom filter pad. turn the little air valve on the pump to half open until it is broken in (a few days to a week) then open it full. Adjust the red flow dial to where the water level is at the red ring at the neck of the skimmer. I just set one of these up. I will try to find an online manual.

Read my first post, it should help, like I said, I just set one of these up a couple of weeks ago on my tank. P.S. there is a tube coming down from the collection cup... That needs to run to an empty container like an old 1 gal milk jug or a 2 Liter bottle. That will let the Skim fill the jug up and not your collection cup making maintenance a bit simpler.

Ok, it is not the Coralife but very similar. Same steps should apply. You might not have a tube coming from the collection cup. Either way, there is a little valve on top of the skimmer pump, turn this half open and let it stay that way until some good foam starts to be produced (may take several days). Once some good foam is being produces, you can open the valve all the way and it will stay like that. Then make sure the red nob on the output tube is adjusted to where the water level in the skimmer is the same level as the locking ring that holds the skimmer collection cup on.See how that works and you can adjust that red dial to make your skim more "wet" or "dry".

When you have the unit installed with the pump in the water, when you plug it in, you should see lots of tiny bubbles in the main body of the skimmer. They won't do much right away but eventually they will start to create a foam like sea foam on the beach (it may take several days to a week to see that though). If the outlet hose is too long, you can cut it, many people end up replacing it with pvc pipe anyways so it shouldn't be a big deal. Just try to keep the outlet hose under the water surface if it didn't come with a little "bubble box" a plastic box that the outlet hose goes into that removes micro-bubbles.
