Need advice on saltwater, PLEASE

I have a temporary tank that has nothing but a puffer and a Tang in it.
No Live sand
No Live Rock.
Just these fish.
Can I get away with using tap water and oceansalt?

More info is really needed but you can add water with just tap water and ocean salt mix as long as you add something like Prime or another additive that removes chlorine. I've used Prime for 2 years -- fill a 5 gallon bucket, put my salt in and a capful of Prime and dump it in the tank --- I'm switching to a RO/DI unit as my water sucks but for a temp water replacement tap water would work in a pinch as described but I wouldn't make that a long term fix or put the fish directly into that fresh mix without the beneficial bacteria -- like I say more info is really needed on what you're doing.

I started with braquish puffers and then went saltwater , because maint. is actually easier for saltwater than braquish puffer most of the braquish will tolerate saltwater, thats another topic.
Puffers are major predators that eat a lot of meat. can you keep one in a tank without additional filtration and a dsb it will be very hard to do. a skimmer is a must for ,most saltwater, there's no easier way to keep it clean
Not sure if the other fish is compatible with a puffer.
tap water has lots of phos that will cause a algae bloom, that will turn you tank green and all slimy the food will too without a skimmer . I am very new to saltwater but the more I learn with just fish the more I may need for water quality to be compatible with a healthy fish , they may live but are they really doing ok or just surviving.
I would re-think the puffer maybe African or some other ciclids. I have spent a bit of money on refitting a 55 to saltwater and I tried to re-use as much as possiable making my own DSB and sump with a 20 gal tall tank and 6 in's of sand.

That really depends on your water supply. Chlorine is not the only element that is added to public water supplies and many of the additives in tap water can be deadly. Do you happen to get a water report from your local supplier? If you have well water, are you able to get the water tested?
