    You should be able to as long as your cycle is complete.

    Do you have the fish? If you have the fish it seems like you have no choice.

    Last time I added more sand to my tank it was extremely cloudy for the first 24 hours and took about 3 days to completely clear. My fish seemed unaffected by the cloudiness.

    Agreed....

    as long as your tank is not cycling and you already have the fish, go ahead and add them. Last upgrade I did, I had to add fish earlier than I wanted due to a faulty heater. Cloudy sand didn't seem to affect them at all.

    No way his tank cycled in 4 days
