Just bought a dragon wrasse for my fowlr, and he's staying very very close to the top. What should I do if anything?

My tank params are all normal.

And I have a hob skimmer and koralia 1400 facing up to the water so oxygen shouldn't be an issue

He could be involved in a territorial issue (taking up as little space as possible), or oxygen (any other fish in the tank, like a tang, that have high oxygen requirements?), or just getting used to the tank.
