Not all seahorses recognize brine shrimp as food as it is not found in their natural habitat. Also, mysis has more nutrition than brine unless you are enriching live adult brine for them.
You could e-mail Beth and ask her what she was using for food so you are not buying Hikari mysis needlessly at the moment.
It's always best to use the same food to start them off in their new surroundings.

Once you get the frozen Hikari then you should be OK.

Count the number of mysis you put in the tank, go away for an hour, then count the pieces in the tank. If less, someone ate them.
I suspect that being new to the seahorses, you are finding it hard to leave them alone, but that may be just what they need to settle in and start a normal routine.
You are doing it right though, by having them in quarantine first. Hopefully it is bare bottom for easy cleaning and counting of uneaten mysis.

In a quarantine tank I personally don't use filters but all you have to do is turn the filter off while feeding, then remove the uneaten particles and then turn the filter back on.
In a quarantine tank, I would never place live rock and/or sand bed, only water moving accessories and hitches.
