So I did no rinsing. The tank is currently cycling for about three weeks now. The sand and LR is in there. The tank has been super milky since the LR and sand was placed in the tank. I got no filters or protein skimmers running right now. Just going the Ncycle. Should i take out the sand and rinse it?

It will settle, my marcorocks sand took almost a week to settle, and that was using a plate and pouring the water over it very, very carefully.

Be patient, it's not like you are going to add any fish until after the cycle anyway.

    Don't rinse

One of the main purposes of using live sand is to " seed " the tank with the microorganisms that get the various cycles, especially the nitrogen cycle, going. I'm sure some algae will come in as well. The seasoning process will be speeded up with all the micro critters that come in with the sand. Rinsing will remove many and if you rinse with fresh water you may kill many others. The water will be cloudy for a while, not a problem. Remember patience.
