If I add 30 lbs recently nuked rock will it cause a spike?
    Details:
nuked with couple cups of bleach in a 6 gallon bucket of water.
soaked for 1 day with dechlorinator in bucket.
dried in 95+ degree for 3 days (12 hours direct sun each day well into 100s)
resoaked in fresh water 1 day
resoaked again in dechlorinator 1 more day
    resoked now fresh water again

    Not true.

Any organic material, whether dead or alive, will break down into ammonia.

Yeh but the bleach bath should have taken care of that

I don't know for sure, but I thought bleach didn't break down organic compounds, just killed things.

Maybe pH. Test the soaked water's pH.

I have it sitting in the direct sun again. Strangely there are some house flys attracted to it.
To me that can only mean there really still is "something" decaying

I boil mine but the same thing happens. Anything live is killed off, leaving dead decaying material behind that will produce ammonia.
Cycle the rock separately before adding it to an established tank.

This is the real question...What is going on with tank you are putting the rock into. Is it new? cycled? or totally established?

Almost through its first cycle. Nothing in it yet, but critters that came with LR.
    Can I just add one piece a day? There's 2 chucks about 8" x 8"
Also, how can I be 100% sure all the chlorine is gone? I am assuming it is. I tested with a quick dip strip.
