if you got the money get the halides, you will not regret it... you can run a 70w no way too bright for that aquarium, in fact if i were you i'd get a 150w...

Aquarium Lighting for Nano Reef Aquariums: Viper HQI Metal Halide Clamp Lamp

i run a MH on a 20g and all i have are polyps and softies, they love it 100%.

that being said it's an extra expense, your lighting looks good as it is. i'm just very pro halide, i was so impressed with mine when i got it... i wished i had it from day 1, it makes all the $$ you sink into your addiction seem worth it.

yeah you're ready for a fish...

most fish are pretty tolerant of nitrates... corals are much more sensitive to them... as long as your ammonia and nitrite are zero you're ready for fish.

no need for a WC yet... do one every 2 weeks or so after you get your new fish... personally I don't do WC's that much...

personally i think WC's are a crutch to fix other problems with tank balance... you need to do a little bit every now and then just to add trace elements and minerals and such but other than that using WC's to maintain water quality means you need better skimming etc... now with a nano tank sometimes you just ahve to do WC's as you jsut can't fit all that equipment around them... unless you got a fuge... (which i do)

Go to your lfs and pick up some astrea snails they rock at cleaning diatoms. As for your sand nothing beats nassacarious snails, I love watching mine at feeding time. Its crazy how fast these snails can move! They are inverts so make sure you slow drip them for like 1.5-2 hours. I love your tank and your br, I think my next tank will be a cube I love the look of them.
