    I could be wrong but I think if there is no grounding wire already present and you need to run one it should be run right to the main panel where your breakers (fuses) are.

    Hopefully a member will chime in who knows about this stuff.

    when you install a GFCI, does that eliminate any stray voltage in the tank system?

    No, when a gfci is tripped it only stops the current, going to whatever is plugged in, incase of a short or water contacting a bare wire or outlet. You would need a seperate ground probe, which is put into the tank then attached to the on the outlet ground, for stray voltage. From what I understand, inorder to hook up a gfci, you will need to run Romex 12/3 wire and you would need to run it thru the wall and to the breaker box. 12/3 is rated for a 20 amp breaker, if you don't have a 20 amp breaker, you will need to install one of those too.
