orp/redox values and nitrate

if i use ozone to raise the orp values, would that help to control/maintain low nitrate levels?
also, does ozone oxidize organic particles so that they will be removed by protein skimmer? what about deitrus that fall to bottom of display tank, will ozone oxidize it as well so maybe they will float up and out overflow to the skimmer?
i am thinking about getting aqua controller 3 by neptune to use with an ozonizer, but am a little skepticle about the way it works. please share experience and knowledge about using ozone and how it has helped with water purity. also, does water purity go hand in hand with nitrates? i mean, if ozone purifies the tank water, it would have to remove the nitrates too right? if orp values represent water purity would test still read high nitrates?
