overflow question

    hey all, Im think about creating the overflow design by convey out of PVC piping. Im just unsure of one thing about it. When the power cuts off and return pump stops the circulation back into the display, how does the overflow stop? and also, when the return pump turns back on, how does the flow begin again?
    please help me understand this, i feel like a noob. hmph lol
