You can't. They are part of the cycle. Have you added anything new or is this a newer set up? Have you moved any rock or sand around?

You can try more aggressive water changes, dont stock as many fish, build a algae turf scrubber, try feeding less, more live rock. Theres plenty of options. Its king of hard to suggest methods without knowing stocking levels, sand bed (if any) filtration methods, live rock etc etc

Yes I recently moved sand around in my dt and refugium. Would that cause a nitrite spike?

yep....if you have been moving sand around, you released some of the filth that was down there causing a bit of a spike. this could be the issue

Can I clean this "filth" out during a water change. I only have a yellos tang and a blue tang, should they be able to handle this? I plan on doing a 30% water change tomorrow

water changes will help it but the tank just has to resettle out and sort of mini-cycle

I wouldn't mess with the sandbed at all...let it do it's thing. You can vacuum some of the junk off of the top of it but I wouldn't stir it up too much.

Ok thank you. I will just do a 30% water change tomorrow then continue doing 5-10 gallon water changes until the nitrites and ammonia are back to 0. Thank you. Are there any filters specifically designed for nitrites/ammonia?
