Ph really mean next to nothing it all depends on time of day you look at the P.h meter if you are testing Ph with a liquid test kit then you are maybe in the same ballpark or state even as they are very unreliable at the levels of Ph we maintain..

What you need to test and what this product you are looking at is for is to raise the DKH of the system and the DKH controls the P.h 24/7 Its very possible to have a perfect Ph at say just before the lights go off at night and the DKH be non existent ..

Get a Alk or DKH or carbonate test kit and see where that level is , You can test the ph at say 10pm and get 8.3 but early in the A.M before lights come on that same 8.3 ph maybe closer to 7.8 CO2 over night and lack of photosynthesis cause this . But all during the day the Ph will rise .. and still the alk or DKH or Carbonates will be low.

DKH Alk or Carbonates are all the same thing I like to test for DKH its simpler and easier for me..
