I've just added the RO/DI water and the salt to my tank (2 days ago). I'm working on getting the salinity correct....currently 26.7. The problem is the pH is 11.8, how the heck can that be right? Is this normal when you first start up a tank, if not what the heck can be wrong?

    That's not normal.

I would doublecheck the reading with another kit. If you still get a ridiculously high reading again, was your base rock hand-made? If so, the cement hasn't finished curing yet.

it looks to be correct. The dead rock is from an ancient reef (dug up in inland Florida I believe) and the sand is the CaribSea SeaFlor Special Grade Reef Sand.

Did you clean the tank before filling? If so, what did you use?? That is unusually high. Like strong base high ( drain cleaner). I hope it's just a bad test!
