It's not good. It can cause problems with algae in your tank. Use R.O. water or, bottled water. Do you plan on a fish only or, reef tank?

Get rid of the phosphates. Water change it out. Green hair sucks.

I would think no water changes, wait it out if your that early in the cycle. There are filter pads you can get to take out minerals you don't want. I used bad RO water while my tank was cycling and that is what I heard.

I forget what Tangster recommended to me, I'll have to send him a message and see. Maybe some others will chime in, I don't think mine got bad enough to warrant action. The water I got was 8-45ppm, while yours from the tap was probably at least over 200ppm, if not over 300. But I still wouldn't recommend a water change, just make sure your topping off with good RO/DI water. After your tank is a couple months old then do a water change IMO. But that's considering your taking things slow and won't add anything for a while.

Their are two forms of phosphate. Inorganic and organic. Test kits only test for the orthophosphate or inorganic form, NOT the organic form!
You will never remove all of the phosphates from your water, nor should you want to as phosphates are an essential component of living tissue(source of energy for the cells of animals)!
Inorganic form of phosphates is easilly removed from a tank since it is consumed by plants or blown off into the atmosphere as aerosol from skimmers or air lifts creating micro-bubbles, or combines with organic compounds and precipitates out of the water to form on calcareous areas such your substrate.

Orgainc forms of phosphates are what spur nuisance algae growth!
Snails represent an ideal natural way to ensure phosphates are exported out of your tank.
