How bad is 0.25mg of phosphate? Is that something to worry about?

What test kit? Many are only accurate to that, so, doesn't necessarily mean anything. Do you get a lot of algae?

Sera test kit and well I battled cyano and just got rid of it I recently added a phosphate reactor and the reason for my cyano out break that I finally got rid of of was because I was forced to use tap water for a couple weeks but I recently bought a RO filter and replaced all the cartridges with new ones and the water coming out of the RO is reading 0.25mg from the Sera test kit I have.

I wouldn't go by a Sera phosphate kit. There probably aren't any test kits on the market that are accurate enough for reef tank levels of phosphate. A few may get close to being accurate enough, but the Sera isn't one of them. Algae, especially cyano is a much better indicator. Any negative effects on corals, due to elevated phosphate levels, are likely almost entirely due to effects of algae, which lives off the phosphate, not the phosphate itself. So, if you can control algae, your phosphate levels are unlikely to be a significant issue regardless of what a test kit says.
