If you have algae I know you have too much Nitrate and Phosphate. Algae needs both.
    1. Skimmer - get a bigger one.
    2. What GFO media are you using and is it in a reactor?
Get aggressive with the PO4 control. Feed less, no flake food, strain frozen.
If you don't have a refugium you need to get some sort of nutrient export. Algae scrubber, skimmer skimmer skimmer, vodka ,PO4 media in a reactor. Do a series of large water changes. Then do them more often with your normal routine until you see the algae recede/gone.
If bulbs are aging get new ones and consider bluer spectrum.
You may also consider blue life PO4 remover. You need a good skimmer first and foremost.

pc bulbs in the white spectrum after 6-8months should be replaced if not a great brand. I would recommend a 12k-14k white-blue bulb for replacement.. UVL makes a good 14k bulb w/ internal reflectors ,that they say last 4500hrs..

it is probably cyano....not sure about the windex killing all the fish, but water changes always help. from now on spray onto the towel and then use it...etc....take it slowly and you will do alright.

Back to algae/cyano, what are your parameters? (Alk, ammonia, nitrites, nitrates and ph)The cyano is fueled by nutrients that are coming in either through your source water, (which you could improve with ro/di), or through your food. (FIsh convert food into energy and phosphates, and the waste turns into nitrate and then algae etc...). With no fish, run it for a week or so with no feeding and let the tank balance out. I would suggest you look into your light cycle. The dark brown/tar like cyano is usually a sign of to long a photocycle, or an irregular photocycle.

    Hi

This is my first post so Yea!;D I am about 13 years old and I have a 29 gallon tank I had this greean algae that grew every where it was the kind you could brush off with moving your hand around. about every 2 days i would brush it of to stay on top it i did cut my lighting back and added no chemicals what i did is do phosphate test which read none. So i alsoadded a pretty decent protein skimmer that helped alot It must have got out alot of excess nutrients which was sweet and than I kind of let it work itself out and the tank looks great I also added a water conditioner so i would not be added any bad metal from top off water that helped to
