Did you prime the bulkhead and PVC with purple primer first to clean and soften it up before gluing? Was the PVC cut straight then the cut end sanded or scraped so it didn't scour the glue out with a rough edge? Did you insert the PVC all the way and rotate it 1/4 turn to spread the glue evenly then hold it in place while drying so it didn't slip out slightly? This can be tricky.

If its still dripping it will never get any better so I would take the time now in the beginning to disassemble everything and make sure it is right rather than trying to cobble something, it usually ends up coming back to bite you later. If it were me I would buy new thread x thread bulkheads so they never have to be cut apart in the future like glued fittings do and you end up throwing things away. Teflon tape is not the answer since the exterior threads are not a sealing surface.

Now it's leaking mostly from the thread but from the contact of the glass too. My first tanks bulkheads never gave me a problem.

It's not leaking from the PVC, its from the bulkhead. I'll post a pic later showing where it's leaking from. This is really annoying. But thanks everyone for the tips so far.

Leak solved! Either I slowed it to the point salt creep will get it or I've stopped it. Teflon tape worked. Thanks for the tip of cutting off the extra ring though.
